In a blender, whip heavy cream at high speed until stiff peaks form, stopping often (every 20 seconds or so) to scrape sides of blender. May take approximately 2-3 minutes. Carefully fold in sweetened condensed milk, whole milk, vanilla, & salt and blend again for another minute, stopping often to scrape sides, until stiff peaks return and all ingredients are incorporated. Pour into a loaf pan and cover with plastic wrap, pressing wrap into the cream until there is no air gap. Freeze a minimum of six hours.
Scoop ice cream into a tall, chilled glass. Pour Brew Glitter into the bottle of root beer and gently stir to incorporate glitter, then pour root beer over ice cream. Enjoy immediately!
